Planning is the process that helps in achieving the desired goals and targets of an organisation. SCERT, Telangana is the apex academic wing of the department of School Education in the state and is designated as the ‘Academic Authority’ under the RTE Act, 2009. SCERT is also the institution Incharge of the TE component under the Samagra Shiksha Abhiyan – a GoI, MHRD sponsored Central Scheme. Under the TE component there are various activities that include strengthening of Physical Infrastructure and Equipment; in-service training of teachers, Head teachers, Teacher Educators, Educational Administrators; DIKSHA; Programmes and activities of DIETS (including salaries), CTEs, IASEs; Technology Support to TEIs; Annual Grant to DIETs, SCERT and Maintenance of BRCs and CRCs.

Department of Planning and Management fulfils the following functions:

Preparation of Annual Work Plan and Budget for all the components included under the TE component of Samagra Shiksha for submission to the GoI, MHRD.
Extending support to the DIETs, CTEs and IASE in the preparation of their respective Annual Work Plan and Budget.
Co-ordinating as overall incharge in the implementation of various activities under the TE component of Samagra Shiksha.
Extending support to Accounts wing of SCERT in the fund flow to the various activities under TE component of Samagra Shiksha.
Preparation of Utilisation Certificate for the funds received and submission to State Government for onward submission to GoI, MHRD.
TLiaison with other collaborating institutions including National level institutions working with SCERT, Telangana in various programmes.
Liaison with RMSA and SSA the other major components under Samagra Shiksha.
